Groups fight for disabled to make living decisions; INCIL claims state is too quick to institutionalize patients

New legislation in Illinois would allow moneys currently used to support the elderly and disabled in nursing homes and institutions to help fund their living in private homes. This “mainstreaming” would not force those who wish to stay from leaving, but it would provide options for many disabled, who want nothing more than to be in their own homes with their own families, but cannot without additional support. Former nursing home administrator Jamie Zeigler found herself a nursing home resident as a result of congestive heart failure and other ailments. After seven months, and with the help of a good friend and disability checks, Zeigler was able to move home, but her negative experiences on the receiving side of nursing home care left her determined to help others who were in the same situation. Advocates site high levels of institutionalization of the disabled and studies which indicate that disabled residents who live in integrated settings are happier and live more productive lives.

Sadly disillusioned after experiencing life in a nursing home from the resident’s point of view, Ziegler decided to try to do something to help other people with disabilities.

She believes the most common thing they want is to just go home.

Under the premise that most people are more comfortable living in their own homes, Ziegler and others with disabilities are asking the state to spend funds that would otherwise be used to pay for a nursing home to help them to stay in their own homes.
