Court: Elder-abuse charges improper; Treatment by nursing home workers videotaped

A dozen former employees of an Escondido nursing home were improperly charged with elder abuse under state regulations meant to apply to owners rather than their workers, an appeals court said in a tentative ruling yesterday.

The court said the state Attorney General’s Office erred in filing criminal charges against workers at SunBridge Care & Rehabilitation for Escondido-East under the Health and Safety Code that sets operating standards and penalties for nursing homes.
