Caregiver kept job despite suspicions, then raped woman

Des Moines, IA – An Iowa caregiver convicted of raping a nursing home resident was suspected of abusing the victim long before he was caught, newly released state records show.
Frank Daugard Jr. was under orders from his boss at Adair Community Health Center to refrain from working alone with female residents last fall, during his final month of work at the center. The orders were the result of concerns expressed earlier in the year by co-workers. Daugard ignored those restrictions and, in at least one instance, he was allowed to work a 12-hour shift as the only nurse aide on duty, according to the records obtained from the Iowa Department of Inspections and Appeals.
