Caregivers face regulation: New law due in 2008: Oversight of industry now like ‘big black hole’

South Elgin, IL - The “visiting angel” attending to C. Elvan Olmstead went a step beyond his job because he has come to care about “Doc,” as the young man calls him.The young man painted the 92-year-old man’s home, which had not been done for years, said Bill Petersen, owner of Visiting Angels in South Elgin, who employs the man.

From the beginning, Olmstead has been an unusual client whose case has weighed on the minds of the agency and its employees, Petersen said.
