Officials Sued In Man’s Death

Norwich, CT - The family of a deceased Norwich man has filed what is believed to be the first wrongful death lawsuit against Haven Healthcare officials, claiming that the misappropriation of Haven funds by Chief Executive Officer Raymond Termini contributed to “deplorable conditions” at the largest chain of nursing homes in the state.

Attorney Scott Camassar, who represents the family of Robert Wininger, is also seeking permission to sue the state departments of public health and social services, and Nancy Shaffer, the state’s long-term care ombudsman, for failing to investigate and act on complaints lodged by Wininger’s family prior to his death. State agencies typically are immune from most lawsuits, unless plaintiffs are granted permission to sue by the state claims commissioner.
