End Iowa’s bonus for nursing homes

Des Moines, IA - Say you’re a nursing-home owner fined by the state for providing poor care. Can’t pay up? There’s hope. Maybe another arm of state government will award you a “performance-based” bonus that will more than cover the cost of penalties.
This is the absurd gist of what’s going on with Iowa nursing homes, as revealed by Des Moines Register reporter Clark Kauffman on Sunday. Some of the worst nursing homes in the state - which have seen abuse and neglect of residents - are fined by the Iowa Department of Inspections and Appeals. But some of those homes are also paid bonuses by the Iowa Department of Human Services through a little-known program created to promote quality care.
Iowa lawmakers should put an end to the bonus program that costs taxpayers about $8 million each year.
