Garrard nursing home, state had multiple problems

Frankfort, KY - A Covington nursing home at the center of a controversy involving two state employees fired for misconduct has had run-ins with state regulators over the care of residents in recent years.

Earlier this year, the Garrard Convalescent Home received a "Type A” citation — the most serious issued by state regulators — for endangering the welfare of a resident with Alzheimer’s disease who wandered off alone for almost three hours on a cold January morning.

And in 2005 Ralph L. Stacey Jr., the nursing home’s operator, was personally cited by child welfare authorities for medical neglect of a severely disabled 9-year-old boy whom the state placed at his Covington facility, according to records in Franklin Circuit Court.
